Outside the entrance to the rotunda on the upper level, the crowd gathered around the dignitaries saying a few words before the ribbon cutting. The sound system had a nice resonance into the covered bridge to the parking garage, where this photo is taken from. The world will little note nor long remember what words were spoken here.
